Brief history of the Central Election Commission of the Republic of Kazakhstan

The Central Electoral Commission on elections and recall of People's Deputies of the Kazakh Soviet Socialist Republic, consisting of 25 persons was formed by the Supreme Council’s Resolution of the Kazakh SSR dated September 22, 1989.
The composition of the Central Electoral Commission on elections and recall of People's Deputies of the Kazakh SSR apparatus was approved on October 18, 1989. According to the Resolution of the Presidium of the Supreme Council of the Kazakh SSR the CEC apparatus consisted of 7 persons.
The Supreme Council of the Kazakh SSR introduced changes in the composition of the Central Electoral Commission on elections and recall of People's Deputies of the Kazakh SSR on June 28, 1991.
The Resolution of the Supreme Council of the Republic of Kazakhstan «On the election of the Central Election Commission of the Republic of Kazakhstan» was adopted on December 8, 1993. Composition of the Central Election Commission was elected by the Supreme Council according to the proposal of the President of the Republic of Kazakhstan.
The Statute on the Central Election Commission of the Republic of Kazakhstan was approved by the Presidential Resolution of the Republic of Kazakhstan on December 21 of the same year.
Presidential Decree of the Republic of Kazakhstan «On the Central Election Commission of the Republic of Kazakhstan» was adopted on March 17, 1995. Having reviewed the petition of the Central Election Commission about its resignation, it was decided to dismiss the entire staff of the Central Election Commission. A new composition of the Central Election Commission of the Republic of Kazakhstan also by the Presidential Decree of the Republic of Kazakhstan was approved on March 25, 1995.
A new Statute on the Central Election Commission of the Republic of Kazakhstan was adopted by the Presidential Decree of the Republic of Kazakhstan on November 11, 1996.
Before the constitutional reform of 2007 election and dismissal of the Chairman, Deputy Chairman, Secretary and members of the Central Election Commission of the Republic by the Presidential presentation referred to the exclusive jurisdiction of the Majilis of the Parliament of the Republic of Kazakhstan.
At the moment under the current Constitution there is the following procedure for the formation of the Central Election Commission:
• Chairman and two members of the CEC are appointed by the President for a term of five years;
• Two members of the CEC are appointed by the Senate of the Parliament for a term of five years;
• Two members of the CEC are appointed by the Majilis of the Parliament for a term of five years.
