1. Mission and vision of the Central electoral commission (hereinafter – the CEC)
• Mission of the CEC - is an ensuring the rights of people to participate in state administration directly and through their own representatives, by undertaking with free and fair elections and referendum.
• Vision of the CEC – an undertaking fair, genuine and free elections and referendum based on universal and equal suffrage, providing freedom of electors voting and guarantees of electoral rights realization and freedom of electoral process participants in the Republic of Kazakhstan.

2. Analysis of the current situation
For the reporting period the CEC coordinated activities of the electoral commissions of the republic, monitored the performance of electoral legislation by all subjects of electoral process, provided its equal using, making necessary decisions within the limits of its competence, binding on performance on the whole territory of the Republic.
The current problems of the CEC are the provision to greater openness and accessibility of electoral actions and mechanism for all participants of electoral process; provision of realization of electors rights to get in-time, reliable and full information on activity as electoral commissions themselves, so and about electoral campaign; improving professional skills of the election organizers, development of public activity of the electors, their civil responsibility; coordination of the work on invitation and accreditation of international observers of elections and referenda in the Republic of Kazakhstan and sending the citizens of the Republic of Kazakhstan for election observation to foreign states.
In order to solve these problems the Strategic plan provides further improvement of electoral legislation in the sphere of ensuring transparency of the electoral process, and also the improvement of law-using practice. It is necessary also to raise efficiency of the work on legal education of electoral process participants, to improve the system of education of electoral commissions members at all levels.

4. Functional possibilities of the state body and possible risks
Functional possibilities of the CEC
In accordance with unique approved rules, the CEC will introduce rating system of estimation of activity of the CEC employees.
For improvement of the professional level of the CEC employees (training, retraining and improving qualifications) favorable conditions of labor, promoting the further improvement of activity efficiency of each employee will be created.
Measures on extending and deepening international cooperation in the field of electoral legislation, developing and strengthening the international relations with electoral bodies of foreign states will be accepted.
Realization of the equal rights and equal possibilities of men and women, according to international acts, to which Kazakhstan has already joined, as well as their equal participation in the process of making decision in sphere of the CEC activity and other aspects of civil society activity will be provided.
