About results of by-elections to maslikhats conducted in 2006
According to the Constitutional Act of the Republic of Kazakhstan «On elections in the Republic of Kazakhstan » in cases of the pre-term abdication of a maslikhat deputy, deprivations of his/her mandate or his/her death by-election to a maslikhat deputy shall be conducted.
By-elections of the maslikhats deputies were carried out by the Central Election Commission of the Republic of Kazakhstan and territorial election commissions.
By-elections of the maslikhats deputies were conducted from March to October 2006 in 178 polling stations of 14 Oblasts, Astana and Almaty cities, including 25 Oblast, 34 city and 119 district maslikhats.
The principals reasons of pre-term abdication of maslikhats deputies were change of work by deputies and move to the public service (91 persons, 51,1 per cent), their departure from administrative and territorial unit (45 persons, 25,3 per cent), death of deputies (20 persons, 11,2 per cent), resignation (9 persons, 5,1 per cent), other reasons (13 persons, 7,3 per cent).
14 Oblast, 178 district and 1043 local election commissions took part in by-elections to maslikhats.
Oblast election commissions, election commission of Astana and Almaty were supplied with necessary methodical and legal materials (samples of elections documents, provisional Planned Schedule, regulations by the Central Election Commission and others).
The Central Election Commission provided necessary budgetary funds for financing of by-elections.
Necessary data on boundaries of the constituencies, structure of the territorial, district and local election commissions were published timely in local mass media.
Local executive bodies worked on the updates of the voters’ lists for the purposes of their submission to the polling stations.
Oblast, Astana and Almaty electoral commissions conduced workshops with the subordinate electoral commissions.
In total 614 candidates were nominated and 549 were registered.
In average 3 candidates competed per one seat. At the same time 112 candidates contested for 25 seats in Oblasts maslikhats (4 candidates per a seat), 4 candidates contested per a seat in the city maslikhats, and 3 candidates competed per a seat in district maslikhats. The highest rate of competition per a seat was in the constituency No 8 of Rudenskiy city maslikhat of Kostanay Oblast, where 11 candidates were nominated.
Of total number of registered candidates 464 candidates or 84.5 per cent were nominated by self-nomination, 59 candidates (10.7 per cent) - from Republican Political Party “Otan” (RPP “Otan”), 6 candidates (1.1 per cent) - from Republican Party “Asar” (RP “Asar”), 4 candidates (0.7 per cent) - from the Civil Party of Kazakhstan, Kazakhstan Social Democratic Party «Àuyl» (KSDP “Auyl”) and Communist People’s Party of Kazakhstan (CPPK),
5 candidates (0.9 per cent) - from public associations, 1 candidate (0.2 per cent) - from Democratic Party of Kazakhstan “Ak-Zhol” (DPK “Ak-Zhol”) and 2 candidates (0.4 per cent) – from Communist Party of Kazakhstan (CPK).
Voting was carried out at 1043 polling stations.
797824 persons were included in the voter roll, 453204 received ballots, thus, the presence made up 56.8 per cent. (In comparison the presence of voters at regular elections of maslikhats deputies in 2003 made up 56.4 per cent). The number of invalid ballots was 11393. Below the average republican level the presence of voters was in Mangistau Oblast and in the city of Almaty - accordingly 17.5 % and 12.5 %. The most passive were voters in Aktau, here in the constituency No 10 of the city maslikhat the presence was 7.2 per cent (517 voters out of 7212 voters included in the roll).

Women - 27 persons (15.2 per cent)
Staff of akim’s and maslikhat’s offices - 10 persons (5.6 per cent)
Staff of the state owned enterprises, establishments and organizations - 74 persons (41.6 per cent)
Workers of commercial structures - 85 persons (47.8 per cent)
Pensioners - 3 persons (1.7 per cent)
Unemployed - 3 persons (1.7 per cent)
Unemployed - 3 persons (1.7 per cent)
Nominated from the Civil Party of Kazakhstan - 2 persons (1.1 per cent)
Nominated from KSDP «Àuyl» - 1 person (0.6 per cent)
Nominated from CPK - 1 (0.6 per cent)
Nominated from RP “Otan” - 44 (24.7 per cent)
Nominated from RP “Asar” - 1 (0.6 per cent)
Nominated from public association - 1 (0.6 per cent)
Self-nominated - 128 (71.9 per cent).
On the voting day 1999 persons observed elections, of them 1214 (60.7 per cent) – were proxies; 478 (23.9 per cent) – representatives of political parties; 261 (13.1 per cent) - from public associations; 46 (2.3 per cent) – from mass-media.
According to Regulations of 9 March 2006 No. 60/120 and of 26 April 2006 No. 64/125 the Central Election Commission defined polling stations for Oblasts maslikhats in Karaganda, Mangistau, Northern Kazakhstan Oblasts, and Astana, where voting was carried out on the basis of paper and electronic ballots.
During preparation of by-elections of maslikhats the Central Election Commission carried out a methodical management of the territorial election commissions and the control over conformity of their activity with the requirements of the election legislation.
The terms of service of maslikhat deputies elected on 20 September 2003 will finish as on 30 October 2007.
According to the article 113 of the Constitutional Act of the Republic of Kazakhstan “On Elections in the Republic of Kazakhstan” one year prior to the expiration of the constitutional term of maslikhats, i.e. after 30 October 2006, by-elections of maslikhat deputies shall not be carried out.
