| Guiding Principles of Observation Activities |

Observes representing foreign states and international organisations acknowledge and respect the sovereignty of the Republic of Kazakhstan, obey the Constitution of the Republic of Kazakhstan and the legislation of the Republic of Kazakhstan.
Observers representing foreign countries and international organizations shall:
- carry documents proving their identity and authority;
- not interfere with the election process, with the procedures for vote counting and decision-making by the election commission;
- not take any actions interfering with the activities of the election commission;
- meet the requirements of the Chairman of the election commission to follow rules of conduct in polling premises as established by the corresponding election commission;
- be impartial, not express bias towards a specific candidate or a political party;
- obey provisions and requirements of the Election Law and other legislative acts of the Republic of Kazakhstan.
