In certain polling stations elections of Mazhilis and maslikhats deputies will be carried out using a mixed voting form, both electronic and conventional one using ballot papers. A voter has a right to choose the way to vote.
The Central Election Commission determines a list of polling stations where the electronic voting system is to be used depending on conditions and availability of resources for electronic voting system at the given polling station.
When elections are held using electronic voting, authorized representatives, observers and representatives of mass media enjoy all rights and responsibilities stipulated by the Election Law.
Only one expert assigned to provide technical support to the electronic voting system according to the procedures established by the Central Election Commission has a right to stay in the voting premises using the electronic voting system.
Nobody is allowed to interfere with the electronic voting system except as stipulated by the Election Law.
In case of any technical malfunctions interfering with the conduct of the electronic voting or vote counting, election commissions may decide to reset the software, which should be reflected in the minutes signed by all members of the election commission. Such a decision is executed by an expert providing technical support to the electronic voting system.
If the technical status of the equipment does not allow the conduct of the election in a proper way, then, the voting in the corresponding polling station is conducted in a conventional way using ballot papers.
Counting of votes begins at the time set according to the Election Law, but no earlier than the time when all the data contained in all voting devices of a polling station has been entered to the electronic voting system.
