| Accreditation of Observers Representing Foreign States or International Organizations |

Observers representing foreign states and international organizations are accredited by the Central Election Commission based on the recommendation of the Ministry of Foreign Affairs of the Republic of Kazakhstan. Private persons from foreign states are not eligible for accreditation by the Central Election Commission.
Persons are not eligible for accreditation if they have political, economic or other interests in the Republic of Kazakhstan, or if their accreditation was revoked earlier due to breach of law of the Republic of Kazakhstan, international state or universally accepted principles and norms of international law, or if they have had no practice or experience in observation of the election process, or if they were found guilty of criminal offence, corruption practice or other illegal activities during the election period 5 years prior to the application for accreditation.
Observers of foreign states and international organizations may not use their status for conducting activities that are not related to the process of monitoring the election in the Republic of Kazakhstan.
The term for accreditation of observers representing foreign states and international organizations is determined by the Central Election Commission. Accreditation procedures for observers of foreign states and international organization are completed on August 12, 2007.
The Central Election Commission issues a foreign observer an identity card of an established format, which entitles him/her to perform his activities during preparations for and conduct of the election. An identity card is valid only if accompanied by the official identification document of a person. For registration, an observer should produce these documents to the Chairman of election commission or his deputy.
To observe the election process, representatives of international mass media must have a certificate of permanent or interim accreditation issued by the Ministry of Foreign Affairs of the Republic of Kazakhstan.
The Central Election Commission has a right to revoke accreditation of a foreign observer representing a foreign state or an international organization, as well as international mass media in cases stipulated by the Election Law.
An election commission has a right to submit to the Central Election Commission a request to revoke accreditation of a foreign observer representing a foreign state or an international organization, if he/she is in breach of the Law of the Republic of Kazakhstan or universally accepted principles and norms of international law.
