| Rights and Guarantees of Observers Representing Foreign States or International Organizations |

During their stay on the territory of the Republic of Kazakhstan, international observers representing foreign states and international organizations are under the patronage of the Republic of Kazakhstan.
Corresponding election commissions and the Ministry of Foreign Affairs of the Republic of Kazakhstan should provide assistance to observers in performance of their functions.
According to the recommendations of the Organization for Security and Cooperation in Europe (OSCE), the Central Election Commission guarantees that accredited observers will be allowed to perform their functions as follows:
- Be present at all stages of the electoral process;
- be informed on the progress of the election process by the election commission;
- have access to the polling station during voting and counting of votes;
- meet with participants of the election process;
- inform members of the election commission on his findings, observed violations, recommendations;
- make public announcements;
- be present during the handover of protocols of voting returns to a higher election commission.
